Building Management and
Maintenance Scheme (BMMS)
Objective
The Hong Kong Housing Society
(HKHS) is a not-for-profit and independent housing organization.
Since its establishment in 1948, HKHS strives to serve the
needs of the Hong Kong community in housing and related services.
In view of the current social needs and in line with our core
values of "Customer", "Quality", "Talent" and "Prudence",
we assist the Government to promote building management and
maintenance with our own resources and expertise. By providing
one-stop services, we enable the owners of private buildings
to have a safe and hygienic living environment.

Four Areas of the BMMS
Education and Publicity
Promotional and educational
activities will be held regularly to promote proper management
and maintenance, including seminars, workshops, property management
courses, carnivals and distribution of pamphlets. ¡@
Guidance and Advice
| 1.
|
HKHS provides free guidance
and advice on building management and maintenance
to the public. The Property Management Advisory Centre
(PMAC) at Central District, Western District, Eastern District,
Shamshuipo, Tai Kok Tsui, Yau Tsim Mong, Tokwawan,
Tsuen Wan, Tai Po and Yuen Long have already been
opened. Qualified and professional property management
and maintenance staff stationed in each PMAC are
ready to provide advice to the
public.

The Building Maintenance Toolkit jointly published
by HKHS and Independent Commission Against
Corruption (ICAC) provides a practical,
user-friendly and informative guide to owners and
Owners Corporations. The Toolkit is available for
reference to the public at PMACs free of charge.

|
PMACs
will act as a partner to participate in the "Co-ordinated
Maintenance of Buildings Scheme" of the Buildings
Department to provide guidance for the owners or Owners'
Corporations (OC) to carry out maintenance and repair
works required for the sake of establishing long-term
building management practices. |

Incentives and Assistance
| 1.
|
HKHS provides "one-stop" technical advice
and assistance to encourage the owners to properly manage
and maintain their buildings. Staff of PMACs will approach
the residents proactively and encourage them to form
Owners' Corporations (OC). They will also facilitate
the running of the OC and implementation of proper building
maintenance and management.

Two
Incentive Schemes have been launched to encourage
owners to manage and maintain their buildings :

"
Building Management Incentive
Scheme " ¡V a subsidy of $3,000 for the
formation of OC and a subsidy of 50% of the insurance
premium for Third Party Risks Insurance for
common areas of the building will be granted to
OC successfully formed under the scheme. |

B ) |
" Building
Maintenance Incentive Scheme " ¡V
financial incentives are provided to eligible
owners of private residential or composite
buildings in the following aspects: |

(1) To carry out
repair and maintenance works to the common parts
of the building related to safety, hygiene and
environmental friendly items. All works
should comply with statutory requirements |

(2) To subsidize OC
in appointing Authorized Person or professional
consultant in managing the works |

(3) To subsidize
eligible elderly owner in the contribution for
repair of the common parts of the building |

(4) To subsidize OC
in the third party risks insurance premium |

The "Home Renovation Loan Scheme"
Home Renovation Loan Scheme"
encourages the owners to carry out flat interior renovation
for the improvement of safety and hygienic conditions. This
may also help add value to the properties.
