Apart from the housing programmes, Government also allocated funds for the Sandwich Class Housing Loan Scheme to help middle-income families purchase private flats. The Housing Society was appointed by Government to administer the Scheme and loans amounting to HK$2.7 billion have been granted in six successive phases from 1993 to 1997, benefiting over 5,700 families.
