Safeguarding Rational Use of Public Housing Resources

  • Established a dedicated “Housing Resources Management and Operations” unit to focus on addressing suspected tenancy abuse
  • Rolled out “Report Public Housing Abuse Award” scheme in April 2025
  • Executing the full Implementation of “Well-off Tenants Policy” (WTP) in phases starting from September 2025
  • Adopting a three-step simple procedure:
    1. 1) Offer of a new tenancy by the Housing Society
    2. 2) Acceptance of the offer by continuing to pay rent by the tenant
    3. 3) No signature will be required for the new tenancy agreement
  • Conducting 200+ estate-wide tenant briefings for WTP

Quality Estate Management

  • HK$121 million allocated for major improvement projects across rental estates and elderly housing projects
  • HK$242 million spent on routine repairs and maintenance for rental estates and elderly housing
  • Cloud-based digital log-book system implemented across 20 rental estates
  • Successfully trialled Internet of Things (IoT) technology with cloud-based platforms in several estates, focusing on slope safety monitoring, flood risk detection and energy consumption analysis
  • Prepared for the “Central Office for Property and Asset (COPA)” that aims to enable intelligent estate management through real-time monitoring and smart management capabilities
  • Trialled AI applications for daily property management operation
  • Deployed automated cleaning robots and autonomous security patrol robots at selected estates
  • Developing a Super Mobile App, a one-stop digital platform for smart property management services

Caring for Our Tenants

  • Three-month waiver provided for extra rent resulting from rent review 2024
  • HK$12+ million rent assistance offered to 1,015 households
  • ~HK$4 million rent concessions granted to over 660 tenants at Ming Wah Dai Ha and Yue Kwong Chuen due to rehousing
  • ~HK$1.8 million of full rental exemption to tenants of Chung Yuet Lau, as an incentive to surrender their original under-occupied units
  • CES (Caring, Engaging and Smart) Team
    • 1,600+ tenant volunteers and ~470 collaborating partners
    • Handled 465 cases and referrals
    • Offered regular support to 911 elderly households
    • Implemented a comprehensive physical fitness and research programme in 20 rental estates
    • Launched a five-year initiative with HK Electric Volunteer Team for home visits and electrical safety inspections
    • Scholarships awarded to 139 students from rental estates since 2014

Commercial Asset Management

  • Maintained occupancy rate at 96.8%
  • KEyPoint launched for lease, expected to open in early 2027 as the flagship shopping mall at Kai Tak Area 1E Site 1
