As a pioneer, we take on responsibility to introduce to the wider community
the new concept of ‘care housing’ for the elderly. The Elderly Safe Living
Scheme, which our up-skilled staff have developed in partnership with The
Hong Kong Institute of Surveyors, is being extended to more districts after
successful piloting in Island East and Sham Shui Po. Separately, for elderly
persons living in dilapidated private tenements, we operate the Building
Maintenance Grant Scheme for Elderly Owners.
At Harmony Place in Shau Kei Wan, we introduce a concept of ‘cross-
generational’ housing, whereby young families buy flats at the upper floors
while their elders, through a linked arrangement, live downstairs in rental
units. If the social need for this integrative approach is established, we
shall seek help from Government and consider similar projects.
Challenges Ahead
At the age of 66, the Housing Society is burdened by its ageing hardware.
Eight out of our 20 rental estates are over 40 years old. They need to be
rejuvenated or rebuilt.
For the very old estates, we have a redevelopment programme under
an Integrated Redevelopment Model, aiming to demolish and rebuild,
providing at the same time improved housing and commercial facilities,
a younger population mix and additional housing units, if there is under-
utilised plot ratio to exploit.
作為先驅者,我們亦主動向社區推廣為長者
而設的「關顧房屋」這個新概念。由房協的
專業團隊聯同香港測量師學會合作推行的
「長者住安心」計劃,在港島東及深水埗試
行,效果令人滿意,並已陸續推展至其他地
區。此外,我們亦透過「長者自住物業維修
津貼計劃」協助私人舊樓的年長業主。
在筲箕灣的「樂融軒」,我們引入了「長幼
共融」的住屋概念,讓年輕家庭購置上層的
單位,而其長者親人便可租住低層的長者單
位。如確認社會對這樣的房屋模式有需求,
房協將向政府提出,考慮推出更多類似項目。
迎接挑戰
房協有六十六年的歷史,日趨老化的屋邨成
了機構的沉重負擔。現時房協轄下的二十個
屋邨,有八個樓齡超過四十年,均需要翻新
或重建。
對於較舊的屋邨,房協以「綜合重建模式」
訂立了一套重建計劃,透過拆卸及重建,讓
我們更能善用地積比率,在改善房屋及商用
設施的同時,亦增加單位數量,令屋邨人口
年輕化。
