CHA I RMAN ’ S S T A T EMENT
主席報告
At Ming Wah Dai Ha, a start has been made. There, we are to redevelop
the 13 blocks in three tranches; but difficulties owing to the absence of
suitable reception facilities for tenants in transit have delayed progress.
Fortunately, with the cooperation of the tenants, we have found a solution
and decanting work for the first phase has been completed. The latest
programme is that the first phase, involving three blocks, will be
completed in 2019.
The next in line is Yue Kwong Chuen in Aberdeen where we stand a
chance of by-passing similar problems as in Ming Wah Dai Ha if we can
secure from Government a reception site identified nearby.
For rental estates currently not included in the redevelopment
programme, we carry out improvement works on a continuous basis and
by specific projects. So far, 45 items have been scheduled.
In April this year, we introduced a rent increase of 8% for two years for
the 32,000 domestic units in our 20 rental estates, or around 4% each
year, which was in line with the inflation rate. About 75% of the tenants
paid no more than HK$150 extra as a result. With the increase, however,
we are still not achieving the policy objective of recovering management
costs and rates, as well as making a contribution towards long-term
maintenance and rejuvenation of the buildings.
Like all builders in the property market, we are affected by escalating
construction costs and labour shortage. The tight supply of building land
in Hong Kong generally may cause further difficulties in our attempts to
secure sites from Government. This can be a serious drawback for the
Housing Society.
On the other hand, it is pleasing that in spite of prevailing difficulties in
the construction sector, our building projects are proceeding according
to plan and are within budget, thanks to the deftness and hard work
of the staff concerned, and the unyielding vigilance of our Task Force
on Construction.
明華大廈的重建工程現已展開,全邨共十三
座將分成三期進行重建。因缺乏合適的接收
設施安置受影響的住戶,以致工程一度延
誤。猶幸在居民的合作下,我們已找到解決
方案,第一期受影響的居民已完成調遷。第
一期工程涉及三座大廈,預計於二零一九年
竣工。
下一個重建屋邨是位於香港仔的漁光村,如
能與政府落實在該邨附近地皮興建接收屋
邨,我們便可免卻類似明華大廈的難題。
至於一些尚未列入重建計劃的出租屋邨,房
協將持續進行不同的改善工程。直至目前為
止,我們已計劃在各個屋邨進行四十五項優
化工程。
於今年四月,房協調升了轄下二十個屋邨
共三萬二千多個出租單位的租金,加幅為
百分之八,維持兩年,即平均每年加租百
分之四,與通漲率相若。加租後約有百分
之七十五的租戶每月只需額外繳付不多於
一百五十港元的租金。可是租金上調後,仍
不足以令我們達致租金政策的目標,就是收
回管理成本及差餉,以及支付屋邨長遠的維
修及翻新費用。
一如其他物業發展商,房協正受制於不斷上
漲的建築成本及勞工短缺。香港整體的土地
供應不足,增加了我們從政府取得用地的難
度,這對房協有重大的影響。
可幸的是,縱然面對建築業的種種困難,
房協所興建的項目仍能按計劃及預算進行。
