CHAIRMAN’S STATEMENT

During the review period, we pushed forward a third SEN project at
Lee Kung Street, Hung Hom, and after gaining initial support from the
local District Council, we have proceeded with the rezoning process.
In addition to our SEN scheme, we are targeting elderly people with
higher lifestyle aspirations with The Tanner Hill project in North Point,
launched at the end of 2015. This pioneering project, which not
only offers high quality amenities but a full range of professional
healthcare and skilled care services, is a first-of-its-kind for Hong Kong.
Based on our Quality Retirement Living concept, The Tanner Hill
enables the residents to age in place independently while maintaining
an active lifestyle.
If tenants should eventually require assisted living services, home
help services can be provided on a user-pays basis or they may take
advantage of the Residential Care Home for the Elderly, providing
24-hour healthcare services as part of the ‘continuum of care’ under
one roof.
The Tanner Hill, however, is a non-subsidised project as the Housing
Society was required to pay full land premium to Government.
Consequently, joining The Tanner Hill will require a more substantial
entry contribution in the form of a life lease. However, where
necessary, prospective tenants can use their existing residential
properties as security to apply for a lump-sum loan to settle the
entry contribution and rent out their properties upon the successful
application of the Reverse Mortgage Programme offered by
The Hong Kong Mortgage Corporation Limited.
Despite favourable initial interest in the project, fewer tenants than
expected made a financial commitment when given the opportunity.
This was partly the result of the weakening economy and partly the
relatively large entry contribution payable under the life lease. To allay
this concern and as an additional option for the tenants, we offered a
short-term two-year tenancy after the launch of the project.
We are continuing to fine-tune our business model for The Tanner Hill
and believe that interest in the project will build over time, particularly
once all the supporting facilities are in place, including the two clinics
and the residential care home which are expected to operate later
in 2016.
回顧期內,我們推動位於紅磡利工街的
第三個「長者安居樂」住屋項目,在取得區
議會的初步支持後,我們已展開改劃土地
用途的程序。
除了「長者安居樂」住屋計劃外,對優質生
活有較高要求的長者,我們於二零一五年
底推出位於北角的「雋悅」項目。這個先導
項目是全港首創,提供高質素的設施之
餘,亦兼備全方位的專業醫療保健及護理
服務。「雋悅」以「優質退休生活」的理念為
基礎,讓住戶自主地「居家安老」,同時保
持活躍的生活模式。
若住戶最終需要輔助式的生活,可以用者
自付的形式得到所需的家居協助服務。
住戶亦可選擇入住「雋悅」附設的護理安老
院,接受二十四小時護理服務,毋須遷離
屋苑而得到無縫的照顧。
由於「雋悅」並非資助項目,故房協須支付
全數地價,而以終身租約入住「雋悅」須
繳付較高的租住權費。但如有需要,準租
戶可申請香港按揭證券有限公司推行的
「安老按揭計劃」,利用他們現居的物業作
抵押,以一筆過貸款支付租住權費,同時
出租他們的物業。
儘管項目的初步反應不俗,但願意作出
財務承諾的申請人數卻較預期為低,原因
之一是經濟環境轉差,而終身租約所需的
較大租住權費亦有關係。為針對這些因素
及向住戶提供額外選擇,項目推出後,我
們提供兩年的短期租約。
我們不斷調整「雋悅」的業務模式,相信
市場對這個項目的興趣將隨時間而增長,
尤其當所有支援設備準備就緒,包括預期
於二零一六年稍後時間投入服務的兩家
診所及安老院舍。
