New Life for our Ageing Housing Estates
Of the 20 rental estates we manage, most were built in the 1960s
and 70s and are thus getting old. In order to bring our ageing housing
estates up to modern standards, we have formulated a long-term
Integrated Redevelopment Model under which we will gradually
redevelop all of our housing estates.
This will enable us to make full use of the development potential
in each estate, with higher quality rental units, purpose-designed
flats for the elderly, and communal and commercial facilities for
all tenants.
Redevelopment, however, comes with its own challenges. Before
works can begin, we must locate a nearby site for rehousing existing
tenants who prefer to live in the same community. Only then can we
embark on the redevelopment project, which involves pulling down
the buildings and rebuilding them phase by phase – a process that
can take up to 20 years.
During the review period, we made good progress on the first phase
planning for our initial redevelopment project, Ming Wah Dai Ha, and
obtained community and in-principle policy support for our second
redevelopment project, Yue Kwong Chuen.

房協管理的二十個出租屋邨當中,大部分於
六十或七十年代落成,現已開始老化。有見
及此,房協已制訂長遠的方案,以「綜合
重建模式」逐步重建房協轄下所有屋邨,
將舊屋邨提升至現代水平。
我們可藉著重建盡用每個屋邨的發展潛力,
提供較高質素的出租單位、特別設計的長者
單位及適合所有租戶的社區設施及商舖。
然而,重建本身甚具挑戰。在開展前,我們
必須首先在現有屋邨附近尋找合適地點,
安置選擇原區調遷的現有居民,然後才能
展開重建計劃。由拆卸樓宇至重建分階段
進行,歷時可長達二十年。
年內,房協首個重建項目明華大廈第一期
計劃的進度良好,而第二個重建項目漁光村
亦取得社區及政府政策原則上的支持。
