Where plot ratios have not been fully utilised, redevelopment of housing
estates under IRM will offer scope for bolder attempts in our housing
provision. Newer modes, for example ‘cross-generational’ housing, can
be further explored and different flat mixes to suit discernible trends such
as the increasing housing demand by singletons and young families,
might also be considered. Moreover, based on our own experience and
observations, and from profiling studies of our target groups, there might
be a case to produce more rental housing for those in the low-income
group but with a relatively better ability to pay, in recognition of the
socio-economic changes.
In playing our declared role of a ‘housing laboratory’, we shall not
hesitate to innovate, where the opportunity is presented through this
redevelopment programme.
Our estates redevelopment programme is massive and costly, currently
estimated at HK$35.5 billion. It has to be funded out of our investment
reserve since the cash flow generated from our rental estates, net of daily
estate management expenditure, barely covers building maintenance
and improvement.
以「綜合重建模式」重建屋邨讓我們能盡用
地積比率,在提供住屋方面作大膽的嘗試。
我們可進一步研究創新的住屋模式,如「長
幼共融」這類新概念,亦可因應住屋發展的
明顯趨勢,例如單身人士及年輕家庭對住屋
需求越趨殷切,從而考慮不同的單位組合。
此外,憑藉多年經驗及觀察和對目標群組的
研究,我們發現隨着社會經濟模式的轉變,
有需要為那些負擔能力較佳的低收入人士提
供出租屋邨。
我們既然擔當「房屋實驗室」的角色,當重
建項目帶來機遇時,便應勇於嘗試。
我們的屋邨重建項目規模龐大而且費用不
菲,現時估計所需款項達三百五十五億港
元。由出租屋邨收取的現金流,扣除日常屋
邨管理開支後,僅足以應付屋邨的保養和改
善工程。重建屋邨所需的費用,須以房協的
投資儲備來支付。
