業務重點
To measure the effectiveness of the AIP scheme, the Sau Po Centre
on Ageing of The University of Hong Kong conducted the ‘Longitudinal
Study on Ageing-in-Place scheme at HKHS Rental Estates: Baseline
Health and Wellbeing Status and 3-Year Outcome’. Over 1,600
respondents were included in the study which was based on the
five areas of service. Preliminary findings showed that the AIP scheme
has achieved positive results, including reduced use of accident and
emergency services, a lowered frailty rate and a decrease in
depression as compared with the control estate.
The AIP scheme was also found to be a worthwhile social investment,
as indicated by a Social Return on Investment (SROI) study
undertaken by the Hong Kong Institute of Social Impact Analysts
showing that for every HK$1 spent, the AIP scheme generated
HK$4.5 of social value in return.
The results of the two studies were promising. In order to validate the
longer-term outcomes of the AIP programme, the study was extended
for two more years. We will communicate the preliminary findings of
the studies and further progress on the AIP scheme to the Elderly
Commission and Government.
Altogether, our AIP scheme in 2015/16 benefited 13,301 elderly
people through various programmes, completed 12,152 health
assessments, carried out 951 home modification assessments,
and referred 1,810 cases to other services for follow-up.

『樂得耆所』居家安老計劃追蹤研究 —
基線
健康及生活狀況的四年成效評估」的研究。
該研究針對上述五個服務範疇進行,對象超
過
1,600
人。初步結果顯示「樂得耆所」的
成效理想,與對照屋邨比較,在使用急症室
服務、老年虛弱及情緒低落各方面均有減少
的情況。
「樂得耆所」亦是一項有意義的社會投資,據
社會效益分析師學會進行的社會投資回報研
究顯示,「樂得耆所」每投放一港元所帶來的
社會價值回報為四點五港元。
兩項研究結果均令人鼓舞。為驗證「樂得
耆所」的較長遠成效,研究會再延續兩年。
我們並將有關的初步調查結果及計劃的進展
與安老事務委員會及政府分享。
