Civil Servants Cooperative Building
Society Scheme
During the review period, the Housing Society held discussions
with Government on ways to assist owners of the Civil Servants
Cooperative Building Society (CBS) Scheme flats to redevelop their
aged buildings for providing SSF. The aim of the Scheme is to help
CBS owners improve the quality of their living environment while
increasing the provision of SSF for the community.
As a result of these discussions, the Housing Society is considering
a demand-led pilot scheme involving 100% CBS building owners’
participation on sites of not less than 1,400 m
2
. The pilot scheme
will be operated on a break-even basis, with the Housing Society
taking responsibility for all costs related to site acquisition, lease
modification and construction. The acquisition package to be offered
to the CBS owners will include the market price for their existing
properties, which are subject to alienation restrictions, as well as
the right to purchase flats on the Secondary Market under our
Flat-for-Sale Scheme and Subsidised Sale Flats projects.
By the end of the review period, the Management of the Housing
Society had finalised implementation details in consultation with
relevant government departments and launched the pilot scheme
in July 2016.
公務員建屋合作社計劃
年內,房協與政府商討如何協助「公務員
建屋合作社」計劃單位的業主重建高齡樓
宇。計劃旨在協助該等單位的業主改善居住
環境,同時為社會提供更多的資助出售
房屋。
經磋商後,房協提出一個以「需求主導」的
先導計劃。此計劃必須得到「公務員建屋合
作社」計劃單位的百分百全數業主參與,而
涉及的地盤面積不少於
1,400
平方米。先導
計劃將以收支平衡的原則推行,由房協承擔
一切涉及收地、修改地契及建築的費用。
「公務員建屋合作社」計劃單位業主所獲的收
購條件,將包括其現有物業(受轉讓限制約
束)的市價,並擁有購買「住宅發售計劃」及
資助出售房屋項目二手市場單位的權利。
截至回顧期終結,房協的管理層經諮詢相關
政府部門後,已落實先導計劃的執行細節,
並於二零一六年七月推出。
