The work of the ESLS was cited in the Government’s Policy Address

2016, under ‘Providing a Safe and Comfortable Home Environment

for the Elderly’, as an example of how the housing and healthcare

needs of seniors in Hong Kong can be met.

To gauge the effectiveness of the ESLS, we commissioned the Hong

Kong Institute of Social Impact Analysts to conduct a Social Return

on Investment study. The study showed that the ESLS programme

generated HK$3 of social value for every HK$1 invested. Among

the key value drivers mentioned in the study were delayed

institutionalisation of elders as a result of home modifications,

increased awareness of home safety for the elderly, reduced burden

on care-givers and avoided cost of hospitalisation.

During the review period, over 31,600 people have benefited from

the ESLS programme in one way or another. Specifically, we carried

out 95 home assessments, among which 44 cases had completed

home modifications with reference to the recommendations made.

The number of education talks in 2015/16 totalled 22, with over

530 participants attending.

在二零一六年政府施政報告中,「為長者

提供安全和舒適的家居環境」一節引用了

「長者住安心」計劃的工作為例證,展示如何

配合香港長者在房屋及護理方面的需要。

為測量「長者住安心」計劃的成效,我們

委託香港社會效益分析師學會進行「社會

投資回報」研究,結果顯示每投放一港元於

「長者住安心」計劃,便可得出三港元的社會

價值,當中提及的主要因素包括長者因家居

改裝工程而延遲入住安老院舍、提高長者的

家居安全意識、減少照護者的負擔,以及省

卻入院成本。
