長者房屋及護理
Two pilot projects, Jolly Place in Tseung Kwan O and Cheerful Court in
Jordan Valley, were completed in 2003 and 2004 respectively, providing
a total of 576 units. Built according to a concept of ‘universal design’,
both projects were equipped with facilities especially suited to the elderly,
in addition to amenities such as library, swimming pool, gymnasium,
garden podium and restaurant.
As land premium for the sites was waived by Government, the upfront
payment for ‘lease for life’ was substantially reduced to suit the target
group. Correspondingly, restrictions were imposed on eligibility with
respect to the income and assets of the applicants.
Upon the launch of the two SEN projects, the Housing Society partnered
with Haven of Hope Christian Service and Hong Kong Sheng Kung Hui
Welfare Council to provide care services respectively for Jolly Place and
Cheerful Court by way of term-service agreements.
Throughout the years, the Housing Society started to gain experience and
build its own Elderly Services Team, comprising social workers, nurses,
physiotherapists and occupational therapists.
Last year, by amicable agreement with Haven of Hope Christian Service,
the Housing Society took over the management and skilled care services
at Jolly Place. The handover was smoothly completed in November.
In the same year, the first Residential Care Home for the Elderly (RCHE)
operated by the Housing Society independently, namely the Jolly Place
Care Home, commenced operation on a self-financing basis. About 80%
of the 38 RCHE beds were occupied as at the end of the review year.
We intend to take over from Hong Kong Sheng Kung Hui Welfare Council
similar services at Cheerful Court towards the end of 2014, following the
example at Jolly Place.
「長者安居樂」的兩個試驗項目,分別是位於
將軍澳的樂頤居及佐敦谷的彩頤居,先後於
二零零三年及二零零四年落成,合共提供
576
個單位。項目採用「通用設計」的概念,除了
圖書館、游泳池、健身室、平台花園及餐廳
等配套外,屋苑亦備有專為長者而設的設施。
由於有關用地獲政府轄免地價,「終身租住」
的入住費因而可大幅削減,迎合目標群組,
但申請人的入息及資產亦相應地設有限制。
在兩個項目推出時,房協夥拍基督教靈實
協會(靈實)及香港聖公會褔利協會(聖公
會),以合約形式分別為樂頤居和彩頤居提
供關顧服務。
多年來,房協累積不少相關經驗,並設立由
社工、護士、物理治療師及職業治療師組成
的長者服務團隊。
去年,房協與靈實達成共識,正式接管位於
樂頤居的管理及關顧服務,工作交接於十一
月順利完成。
同年,首間由房協獨立經營的安老院舍
「安頤閣」,亦以自負盈虧的模式投入營運。
在本年度完結時,院舍的
38
個床位已達約八
成的入住率。
我們計劃於二零一四年底,以樂頤居為藍
本,接管聖公會在彩頤居提供的服務。
