Project Management
During the review year, eight building projects, most of which at the
superstructure stage, are on-going. At a total value close to HK$8 billion
by works volume under the Housing Society, this is at a ten-year high.
Against a background of rising construction costs, tight labour supply
and shortage of site personnel, the challenges for the Housing Society
are unprecedented. Projects must be completed on time but building
quality, industrial safety, financial viability and cost efficiency cannot
be compromised.
Building Information Modelling (BIM) is a digital platform integrating
design, construction and operational attributes of a project into a 3D
representation. Used effectively, it can enhance communication,
project delivery, facility performance and cost efficiency. The Housing
Society will adopt BIM in 2014/15 and formulate implementation
strategies and plans for projects to be rolled out progressively in the
coming years.
For industrial safety, we strive to encourage and promote site safety
practices and to maintain a low accident rate always, using the standard
set by the Development Bureau as a benchmark. During the review year,
our accident rate per thousand workers was 16.8 which was remarkably
lower than the reference rate of 22.
Acknowledging the industry-wide fluctuations in labour and material costs
which pose potential business risks to our contractors and threaten the
timely completion of our projects, we introduced an equitable mechanism
to share risks with our contractors. Using labour and material cost

過去一年,房協進行八個建築項目,大部分
為上蓋工程。以工程量計為房協十年來最
高,總值接近八十億港元。
房協正面對建築成本上漲、勞工供應及地盤
人手短缺等前所未有的挑戰。雖然每個項
目都必須如期竣工,但在建築質素、工業
安全、財務可行及成本效益各方面亦不能
鬆懈。
「建築信息模擬」是一個數碼化平台,將設
計、建築和營運數據結合,再以立體圖像呈
現出來。只要有效地運用這個平台,便有助
提升協調溝通、項目發展、設施管理及成本
效益。房協將於二零一四至一五年度開始採
納「建築信息模擬」,並制訂執行策略和計
劃,逐步應用於未來數年推出的項目上。
在工業安全方面,房協致力鼓勵和推廣工地
安全。根據發展局訂立的準則,我們每千
名工人的意外率經常維持於低水平,過去
一年為十六點八,顯著低於行業的參考值
二十二。
房協明白勞工及建材成本出現波動,對承建
商帶來營運風險,亦對我們準時完成項目構
成威脅。為此,我們引入一套公平機制,與
