contractors are not required to bear cost fluctuations beyond the first
10%. We believe this risk-sharing mechanism will ease the burden on
our contractors and contribute to stable working relationship between the
Housing Society and the contractors, which in turn will reduce quality and
programme risks to our projects.
Subsidised Housing
Subsidised Flats for Sale
The Long Term Housing Strategy Steering Committee in its official policy
document reckons that the Housing Society should continue to work
closely with Government in the provision of rental and subsidised sales
flats. It also recommended that Government should continue to grant
land to the Housing Society for development of other kinds of housing
projects where land resources permit.
In August 2012, Government announced a change of purpose for the
site at Tsing Yi entrusted to the Housing Society, from the provision of
My Home Purchase Plan flats (with rent-or-buy option) to Subsidised Sale
Flats (buy only). Responding to Government and using the same site, the
Housing Society commenced a housing project named Greenview Villa.
At the end of 2012, 988 small-to-medium flats went on sale at a 30%
discount to eligible low to middle-income home buyers. In setting the
prices, we made reference to our previous Flat-for-Sale Scheme and took
into account the ability to pay of our target group. Also, as our flats were
designed to be ‘practical but not extravagant’ and the fittings and finishes
were fundamentally ‘no-frills’, Greenview Villa prices were competitive.

長遠房屋策略督導委員會在其官方政策文件
中表明,房協應繼續與政府緊密合作,為香
港市民提供出租及資助出售房屋。委員會亦
建議政府在土地資源許可下,繼續撥地予房
協拓展不同類型的房屋項目。
政府於二零一二年八月公布改變房協位於青
衣的地皮用途,由「置安心資助房屋計劃」
的「先租後買」形式,轉為只供購買的資助
出售房屋。房協於原址發展一項名為「綠悠
雅苑」的房屋項目,以回應政府的政策。於
