Promoting Occupational Safety and Health
The Housing Society strives to provide a safe and healthy working
environment conducive to work efficiency. For this, we have introduced
an Integrated Management System in our Projects Division and achieved
the standards of ISO9001 for our projects. Meanwhile, our Property
Management Division has fully implemented the Occupational Safety and
Health (OSH) Management System and satisfied OHSAS 18001:2007
requirements by adhering to the OSH principles and practices.
Accreditation for this was obtained in 2012.
For property management, the Housing Society works to a culture of
safety first and encourage staff to practise ‘Last Minute Risk Assessment’
which is to once again review and appraise the surrounding, the
equipment and the procedures for possible risks, before starting work.
In this regard, we are encouraged by Cho Yiu Chuen winning the first
Best Property Safety Management Award launched jointly by the Labour
Department, the Hong Kong Association of Property Management
Companies and the Occupational Safety and Health Council (OSHC).
The Property Management Division also participated in the Site Safety
Forum for Works Contracts and Property Services Contracts 2013 jointly
organised by the Hong Kong Housing Authority and OSHC.
For construction works, in May 2013, the Housing Society commissioned
the OSHC to launch an audit system – Independent Safety Audit Scheme
(Version 1.3.1) to help the Housing Society audit site safety performance
at each construction site more efficiently and accurately. In addition to
this, the Housing Society conducts half-yearly site safety workshops for
every construction site to enhance contractors’ site safety performance.
The Housing Society participates in activities aimed at fostering the
culture of OSH on construction sites. The highlight event during the
year was the Construction Safety Week 2013 jointly organised by the
Development Bureau and the Construction Industry Council. There was
a ‘Zero Accident’ Declaration Ceremony to mark the start of the event,
followed by a five-day programme on construction safety.

在物業管理方面，房協積極推廣安全文化，
鼓勵員工遵行「最後一分鐘評估」的常規，
在開工前覆檢工作環境、設備及工序上的潛
在風險。
祖堯邨在這個範疇取得由勞工處、香港物業
管理公司協會及職業安全健康局合辦的「最
佳職安健物業管理大獎」，我們感到鼓舞。
物業管理部亦參與由香港房屋委員會及職業
安全健康局合辦的「二零一三年工程和物業
管理工地安全研討會」。
在工程方面，房協於二零一三年五月委託
職業健康及安全局推行一套審核制度

「獨立安全稽核計劃」（
1.3.1
版本），讓房協
更有效率及準確地審核工地的安全表現。此
外，房協在各地盤每半年舉行一次工地安全
工作坊，以提升承建商的安全表現。
房協積極參與推動工地職安健文化的活動。
由發展局及建造業議會合辦的「二零一三年
建造業安全周」是我們去年的重點項目，大
會誓師承諾實現「地盤零意外」，為一連五日
的活動揭開序幕。
