The Government accepted the recommendation of Hong Kong Housing Society (“HKHS”) in the 2018 Policy Address to implement the "Flat for Flat Pilot Scheme for Elderly Owners" for HKHS's subsidised sale flat developments. Such a pilot scheme enables owners aged 60 or above who have owned a flat of designated subsidised sale flat developments of HKHS for ten years or above to sell their original flat in the Flat-for-Sale Scheme Secondary Market Scheme (“SMS”) with premium unpaid and then purchase a flat with a saleable area smaller than their original flat in HKHS’s SMS or Home Ownership Scheme (“HOS”) Secondary Market Scheme under the Hong Kong Housing Authority (“HA”).
Subsequently, the Government announced in the 2025 Policy Address, and endorsed in June 2026 that the HA would implement the “Flat for Flat Scheme for Elderly Owners” (“Flat for Flat Scheme”). Such a scheme expands upon HKHS’s pilot scheme, allowing eligible elderly owners of HA subsidised sale flats, after selling their original flats in the HOS Secondary Market, to purchase a subsidised sale flat which is either smaller in saleable area or located in a more remote area, in either the HKHS or HA Secondary Market.
HKHS has been entrusted with the implementation and administration of the “Flat for Flat Scheme.” It will also enhance the existing trade down arrangements to align with HA (i.e. eligible elderly owners of subsidised sale flats from both HKHS and HA may choose to purchase a flat with a smaller saleable area or one located in a more remote area after selling their original flats), ensuring consistency between the two systems.
