HKHS’s Decanting Block Avis Tower (Tower 1) in Ngau Tau Kok Provides Seamless Rehousing for Garden Estate Residents in the Same District 

The Hong Kong Housing Society (HKHS) celebrates another milestone in estate redevelopment.  Avis Tower (Tower 1), a new decanting block built to facilitate the Phase I redevelopment of Kwun Tong Garden Estate (KTGE) Site II, has been completed and receiving the residents.  HKHS Director (Property Management) Sanford Poon recently visited the households Mr To and Mr Yam in their new homes at Avis Tower (Tower 1) and had a tour of the common facilities together.

Sanford Poon said, “My heartfelt congratulations and warmest welcome to the residents of Avis Tower (Tower 1) on their moving-in.  Our rehousing arrangement has fully addressed the residents’ aspiration for settling in the same district, underscoring the people-centric approach of the Housing Society in estate redevelopment planning.  Avis Tower (Tower 1) provides new homes to residents who lived in Hay Cheuk Lau and Yin Chee Lau at KTGE Site II which are to be redeveloped.  With the old and new homes being just across the street, the arrangement enables the continuity of community ties and neighbourliness.  Apart from new and quality homes, Avis Tower (Tower 1) also provides inclusive recreational facilities.  The Housing Society cares about the needs of the residents and has appointed a dedicated social service team to provide them with adequate support in moving to their new homes.”

Located on Ting On Street in Ngau Tau Kok, the 27-storey Avis Tower (Tower 1) offers 371 rental units with various layouts catering to households of one to two persons, three to four persons, and the largest type for up to five to six family members.  Avis Tower (Tower 1) features a podium garden, public recreational area and a car park.  Residents choosing to be rehoused at Avis Tower (Tower 1) will receive a one-off removal allowance and rent concession in the first four years, starting with a 40% rent reduction in the first year and progressively phase out each subsequent year.  Full rent payment will be applied on the fifth year after occupation.

HKHS is also actively promoting ageing in place and intergenerational solidarity at Avis Tower (Tower 1).  Elderly-friendly designs are meticulously applied in the units and common areas.  For example, light switches in all units are set at a height of about one metre above the floor; four matching thematic colours — red, yellow, blue and green are painted on mailboxes, corridors on each floor, kitchens and bathrooms for easy identification by residents.  The podium garden is equipped with intergenerational and wheelchair user-friendly recreational facilities, creating a harmonious and inclusive community environment.

Currently, HKHS is taking forward the redevelopment plans of several rental estates in an orderly manner.  Upon completion of the redevelopment of Hay Cheuk Lau and Yin Chee Lau at KTGE Site II, the redevelopment of the remaining blocks, namely Wah Mei Lau, Pak Ling Lau and Hung Cheuk Lau, will follow.

To preserve the treasured history and collective memories of its rental estates under redevelopment, HKHS has implemented the Cultural Heritage Preservation Programme since 2022.  More recently, a mosaic mural titled “Avis in the Garden” was created in a special collaboration with KTGE’s residents, the HS Academy Alumni Club members, and renowned local illustrator Stella So.  Inspired by the five "Bird Blocks" of KTGE, the mosaic mural features the images of swallows (Yin Chee), magpies (Hay Cheuk), larks (Pak Ling), thrushes (Wah Mei) and peacocks (Hung Cheuk).  In reminiscence of the history and to maintain the community connections of KTGE, the artwork now becomes a décor at the lift lobby of Avis Tower (Tower 1).
