Full Implementation of the Well-off Tenants Policy
To effectively utilise public housing resources and ensure that public housing is allocated fairly and rationally to those with imminent housing needs, as well as to unify the arrangements of tenancy management, the Hong Kong Housing Society (HKHS) will fully implement the "Well-off Tenants Policy" and extend it to all tenants of the rental estates.

Plan for the Full Implementation of the “Well-off Tenants Policy”

Starting from September 2025, HKHS will extend the "Well-off Tenants Policy" (WTP) in phases to include tenants not covered by the current WTP through a simplified procedure, namely: “Offer of a New Tenancy by HKHS” and “Acceptance of the Offer by Continuing to Pay Rent by the Tenant”. No signature will be required for the new tenancy agreement. No tenant can be exempted from the current exercise for the full implementation of the WTP.

The 3 Main Steps

  • HKHS will issue the following three documents to tenants, which include:
    1.1 A notification letter containing information about termination of existing tenancy agreement and offer of a new tenancy agreement.
    1.2 A new tenancy agreement containing clauses about the "Well-off Tenants Policy" (All the clauses in the new tenancy agreement cannot be modified).
    1.3 A “Reply Slip for Declining the New Tenancy Letter Agreement Offered”.
  • If the tenants agree to accept the new tenancy agreement, there is no need to sign any documents. They only need to continue paying rent after tenancy termination.
  • After HKHS’s confirmation of rent payment by the tenant, an acknowledgement letter will be issued.
    • The new tenancy agreement will take effect immediately after termination of the existing tenancy agreement.
    • The family members listed in the Schedule of the new tenancy agreement can continue to reside in the current flat.
Remarks:
  • The current rent payment methods (including bank autopay) will continue to be applicable.
  • The deposit from the existing tenancy agreement will be automatically transferred to the new tenancy agreement, so tenants do not need to pay it again.
  • If there are any changes in the tenant's household particulars, they must notify the respective Estate Office.

Important Notes

  • If tenants do not return the "Reply Slip for Declining the New Tenancy Agreement Offered" and continue to pay the rent after termination of tenancy, HKHS will consider that the tenants have accepted the new tenancy agreement containing the clauses of the "Well-off Tenants Policy."
  • If tenants refuse to accept the new tenancy agreement with the "Well-off Tenants Policy" clauses, they should complete the "Reply Slip for Declining the New Tenancy Agreement Offered" within one month of the date of the offer documents and return it to the respective Estate Office. Tenants must return the flat to HKHS on or before the termination date of the tenancy. If tenants cannot move out by the deadline, they can apply within one month from the date of the offer for a "Fixed-Term Licence" for a maximum of four months after termination of the tenancy to temporarily stay in the flat.
  • Tenants currently receiving rent assistance do not need to re-apply for rent assistance again if they accept the arrangement for full implementation of the "Well-off Tenants Policy."

  • The current arrangement for the full implementation of the “Well-off Tenants Policy” is free of charge. If any HKHS staff, their agents, members of the HKHS, staff of Caring Engaging Smart of the HKHS, or government officials including legislators, as well as any other persons claiming to be lawyers, Care Team members, or social workers solicit any advantage under the pretext of assisting with or exempting from entering into the new tenancy agreement with clauses to implement the “Well-off Tenants Policy”, you should immediately report to the police or the ICAC.
  • If you have doubts about the identity of someone claiming to be HKHS staff, you can ask them to show their staff ID or call the Estate Office to verify their identity.
  • Do not disclose personal information to strangers, including your name, ID number, bank account number and password, address, and income proof.
  • Verify calls carefully with "+852" prefix or from unknown numbers.
