The Rent Assistance Scheme of the Housing Society aims to offer short-term relief to tenants of rental estates. Eligible households will be granted either 25% or 50% rent reduction for a term of two years.

The Housing Society introduced the “Building Maintenance Grant Scheme for Elderly Owners” and “Mandatory Building Inspection Subsidy Scheme”, both of which has ceased to accept new applications. Besides, the Housing Society has launched the “Voluntary Building Assessment Scheme” (VBAS). Buildings certified under the VBAS will be recognised by the Building Authority for having fulfilled the requirements under the “Mandatory Building Inspection Scheme” and the “Mandatory Window Inspection Scheme” (in respect of windows in common parts only) within the respective inspection cycles. Rental units of the Housing Society are categorised into two groups, A and B. Group A caters to low-income families whereas Group B targets families of relatively higher incomes. The rental rates for these two categories of rental housing, with different eligibility requirements, are set at different discounted market prices. Please click here for details.
At present, Group A rental estates of the Housing Society are not open for application. Group A rental estates only accept applicants holding designated and valid Hong Kong Housing Authority Public Rental Housing application numbers. The “Letting Scheme for Subsidised Sale Developments with Premium Unpaid” allows eligible owners of designated subsidised sale flats provided by the Housing Society and Hong Kong Housing Authority with premium unpaid to let their flat/bedroom(s) to eligible public rental housing applicants as “T-Home”. Flat owners of Flat-for-Sale Scheme and Subsidised Sale Flats Projects or their authorised persons, from the third year onwards from the date of first assignment, may apply for the Certificate of Availability of Sale and sell their flats to eligible buyers, without having to pay a premium.
Subsidised sale housing is bound by a five-year resale restriction. After five years from the date of assignment, flat owners may apply for assessment of premium and lifting the resale restrictions after paying the premium. Please click here for the guidelines and application form.
Owners of Flat-for-Sale Scheme/Sandwich Class Housing Scheme/Subsidised Sale Flats Project units are allowed to obtain additional loan with premium not yet paid if they have financial needs. However, they must fulfil the requirements stated in the guidelines issued by Transport and Housing Bureau and obtain prior approval from the Housing Society. The “Dedicated Rehousing Estates Subsidised Sale Flats Projects” (“Sales Schemes”) are only open for application to purchase by eligible owner-occupiers affected by the Urban Renewal Authority’s (“URA”) redevelopment of buildings under the Civil Servants’ Co-operative Building Society Scheme, or the following two categories of persons affected by the Government’s development clearance projects in the “Urban Areas”, or by the Government’s development clearance projects in the “New Territories”:
1. Category 1
Clearees who have opted for the non-means tested (“NMT”) rehousing arrangements and have their eligibility vetted by Hong Kong Housing Society (“HKHS”), and are: (i) sitting licensees of Transitional Rental Housing (“TRH”) units in Rental Estates of HKHS or Public Rental Housing ("PRH") of Hong Kong Housing Authority (“HA”); or (ii) eligible applicants awaiting the allocation of TRH units by HKHS/ HA
2. Category 2
Clearees currently living in the affected structures within the area of the specified development clearance projects of the Government, in which their eligibility vetting for NMT rehousing arrangements for rehousing into TRH units of HKHS/ HA has not been completed by the Lands Department but have fulfilled the related requirements set by the Lands Department. (For details, please refer to the “Supplementary Information on the Arrangement for the Purchase of Dedicated Rehousing Estates Subsidised Sale Flats Projects Developed and Managed by HKHS” issued by the Lands Department and uploaded to the website of the Lands Department.)
Applicants may apply for the Sales Schemes as either (i) a 1-Person Applicant or (ii) a 2-Person or Above Family Applicant; but any person can only be listed in one Application Form in respect of each of the Sales Schemes. The applicant and all the family members listed in the Application Form (if any) must meet all the following eligibility criteria from the time of submission of the Application Form up to the date of signing the Preliminary Agreement for Sale and Purchase (“PASP”) of a flat under the relevant Sales Scheme.
1-Person Applicants
1. Applicant must be a single person without family member(s).
2. The applicant must be at least 18 years old and must have lived in Hong Kong for at least 7 years; and the applicant is not subject to conditions of stay in Hong Kong (except for conditions concerning the limit of stay).
3. The applicant must not have owned, directly or indirectly, any domestic properties in Hong Kong during the period from the date of pre-clearance survey in respect of the relevant development clearance project up to the date of signing of PASP of a flat under the relevant Sales Scheme.
4. The applicant had not obtained and is not enjoying any housing subsidies offered by the Government or other related organisations.
2-Person or above Family Applicants
1. All family members listed in the Application Form must be directly related members of and have all along been living with the applicant prior to the closing date of application.
2. The applicant must be at least 18 years old and must have lived in Hong Kong for at least 7 years; the applicant and his/ her family member(s) listed in the Application Form are not subject to conditions of stay in Hong Kong (except for conditions concerning the limit of stay).
3. The applicant and all family members listed in the Application Form must not have owned, directly or indirectly, any domestic properties in Hong Kong during the period from the date of pre-clearance survey in respect of the relevant development clearance project up to the date of signing of PASP of a flat under the relevant Sales Scheme.
4. The applicant and all family members listed in the Application Form had not obtained and are not enjoying any housing subsidies offered by the Government or other related organisations.
No. In general, according to the relevant provisions in the land grant, owners may only apply for payment of the premium after the expiry of a specified period from the date of the first assignment of the flat.
(For details, please refer to “Restrictions on Alienation” for reference purpose. Information on the actual alienation restrictions and specified period for each project will be published after the relevant project is launched for sale.)
At any time before the payment of the premium by the owner to the Government, the owner may only sell the flat to a Flat-for-Sale Scheme (“FFSS”) Secondary Market Scheme purchaser who has been certified eligible and nominated by HKHS, and such sale must be subject to such terms and conditions as may be required by HKHS and the relevant Land Grant. If the owner signs a PASP with a purchaser who has been certified eligible by HKHS within 5 years from the date of first assignment of the flat, the selling price set out in the PASP, the Agreement for Sale and Purchase, and the Assignment shall not be higher than the purchase price specified in the first assignment by HKHS to that owner.

A person who has been certified eligible and nominated by HKHS refer to a person holding the Certificate of Eligibility to Purchase (“CEP”) in Green / White form status issued by the HKHS (including but not limited to households of designated rental estates / Elderly Persons Flats managed by the HKHS, households of Public Rental Housing estates managed by the Hong Kong Housing Authority and the applicants whose eligibility has been assessed and confirmed under the White Form Secondary Market Scheme etc.). Owner(s) may only sign a PASP with eligible purchaser(s) holding a valid CEP to sell their flats without paying the premium.
The premium assessment is based on the prevailing market value of the flat which is not subject to any alienation restrictions, and will be calculated at a proportion being the difference between the purchase price of the flat and its initial market value as set out in the first assignment of the flat. In other words, the amount of the premium is equivalent to the prevailing value of the discount offered at the time of purchase.
(For further details, please refer to the Premium Assessment for reference purposes. The premium assessment for each project will be published after the relevant project is launched for sale.)
Purchasers can enquire with the banks / financial institutions designated by HKHS on details of the application for mortgage loan and the terms and conditions of the mortgage loan before flat selection. The maximum loan amount would be 90% of the purchase price, while the actual loan amount will be subject to the terms and conditions of mortgages offered by banks / financial institutions and on a case by case basis according to the financial circumstance of individual purchasers. No warranty or guarantee is given by HKHS that the purchasers can obtain any mortgage loan or the maximum loan amount from any bank or financial institution.

In general, the Deeds of Mutual Covenant and Management Agreements of the Dedicated Rehousing Estates Subsidized Sale Flats Units do not prohibit owners from keeping pets. However, there may be other restrictions in the Deed of Mutual Covenant and Management Agreement of individual project (for example, an owner may not be allowed to keep pets in his flat if reasonable written complaints from a certain number of residents have been received by the management company). For details, please refer to the Deed of Mutual Covenant and Management Agreement of the relevant project.
According to the Government's current rehousing policy, eligible households who have successfully purchased Dedicated Rehousing Estates Subsidised Sale Flats Units will receive a Reduced Ex-gratia Allowance for Permitted Occupiers of Licenced Structures and Surveyed Squatters affected by Clearance (“Reduced EGAPO”). For calculation method and details of Reduced EGAPO, please inquire with the Lands Department. Normally, the cheque for payment of Reduced EGAPO will be released to the Reduced EGAPO recipient after completion of purchase of the flats under the Sales Scheme by the Reduced EGAPO recipient or his/her family member(s) (i.e., once the purchaser has completed the mortgage process (if applicable) and paid the remaining balance of purchase price). If a purchaser instructs HKHS’s solicitor to act for the purchaser in the purchase and the Reduced EGAPO is the purchaser or one of the purchasers, the Lands Department will pass the Reduced EGAPO to HKHS, and HKHS’s solicitor will release the Reduced EGAPO to the relevant Reduced EGAPO recipient after completion of purchase; If a purchaser instructs his/her/their own solicitors in the purchase or the Reduced EGAPO recipient is not the purchaser or one of the purchasers, the Lands Department will directly release the amount of the Reduced EGAPO to the relevant Reduced EGAPO recipient after completion of purchase.
Besides, a Reduced EGAPO recipient could also choose to directly apply the Reduced EGAPO for settlement of the balance of purchase price of the flat under the Sales Scheme purchased by the recipient or his/her family member(s). Specifically, on the day when the purchaser signs the preliminary agreement for sale and purchase agreement, the Reduced EGAPO recipient may confirm in writing to directly apply the Reduced EGAPO for settlement of the balance of the purchase price of the relevant flat under the Sales Schemes. If this arrangement is selected, the Lands Department will pass to HKHS, and HKHS’s solicitors will directly apply the Reduced EGAPO for settlement of the balance of the purchase price of the flats upon completion of purchase.
