"T-Home" at Kwun Tong Garden Estate of HKHS Opens for Application

The Hong Kong Housing Society (HKHS) announced that the "T-Home" at Kwun Tong Garden Estate will be open for application tomorrow (12 February) to eligible families who are on the waiting list of public rental housing.  Taking into account the latest epidemic, the closing date of application originally scheduled for 25 February 2020 will be extended to 10 March 2020.

Kwun Tong Garden Estate (KTGE) (Phase II), completed in the 1960s, is now undergoing a planning study for its redevelopment, in which two rental blocks, namely Yin Chee Lau and Hay Cheuk Lau, involving around 900 units in total, are expected to be demolished in 2025 at the earliest to make way for the first phase redevelopment of the estate.  To make better use of the vacant units pending redevelopment, HKHS renovated the units and turned them into transitional housing for low-income families in need of accommodation.  The first batch of some 20 "T-Home" units at KTGE will be ready for application from three-person to five-person families who have been on the waiting list of public rental housing for three years or above. 

HKHS Chief Executive Officer Wong Kit-loong said, "In the face of the pressing housing needs of Hong Kong people, the Housing Society has been constantly exploring different ways of optimising housing resources to provide adequate housing options for the community.  Further to the "T-Home" at Yue Kwong Chuen, we again leverage the units in rental estate pending redevelopment for transitional housing so as to maximise the use of existing housing resources."

* In case of any adjustment of the Monthly Licence Fee in future, HKHS will notify the households concerned in writing at least one month in advance according to the terms of the licence.

Eligibility criteria of "T-Home" at Kwun Tong Garden Estate are as follows:

  1. Only accept applications from families of 3-5 persons whose applications for public rental housing (PRH) of the Housing Authority (HA) have been registered for 3 years or above (i.e. the registration date is on or before 26 February 2017); and
  2. The application for PRH of the HA must remain valid at any time from the registration date for application of HA's PRH up to the subsistence of the Monthly Licence issued under the Scheme; and 
  3. The information of the applicant and his/her family member(s) must be the same as that of the application for PRH of the HA; and 
  4. The applicant and his/her family member(s) must comply with the existing policies and criteria for applying PRH of the HA (including but not limited to number of family members, income and asset limit), and must not own any domestic property in Hong Kong (including subsidised sale flats) at any time from the date of application for the HA's PRH up to the subsistence of the Monthly Licence issued under the Scheme.

Computer balloting will be conducted in April this year to determine the priority numbers of applicants.  Based on the applicants' priority number and family size, invitation will be extended to the applicants for flat allocation.  

The applicants, upon acceptance of the flat assigned, will be required to sign the Monthly Licence and the first batch of tenancy is expected to take effect in the second quarter this year.  All applicants will only be offered a single chance of flat allocation.  If the offer is refused, or if the applicant does not attend the flat allocation procedures, the application will be cancelled.  Those who have applied for the "T-Home" at Yue Kwong Chuen but have not been successfully allocated a flat have to submit a new application this time.
